How to Apply for a Passport in Cebu [Quick Guide]

The Department of Foreign Affairs Cebu is located at the 4th floor of Pacific Mall Mandaue (formerly Super Metro Mandaue). If you are an individual applying for a Philippine passport for the first-time, here's a guide (accurate as of February 24, 2012):

How to Apply for a Passport - New Applicants (Walk-In)
  1. Prepare your requirements and supporting documents. Find the list of requirements here. You may get the application form from the DFA office and fill it out on the day you process your application. For your convenience, also have your documents photocopied beforehand. Otherwise, you can avail of the photocopy services in the DFA or at a souvenir shop at the mall's 2nd level.
  2. Present your ID and duly accomplished application form to get a priority number. For early birds (before the mall and DFA opens): The first 200 priority numbers shall be given at around 7am at the mall entrance. For those who come on time (around 9am): The guard will call out a line for new applicants just outside the DFA office. For those who come in later: Just inform the guard that you're applying for a new passport, so he can give you instructions.
  3. Processing. Numbers are called by batch. Queue up. Once inside, your ID and application form will be given back to you. There will be another queue at the processing area. When you get served, present your requirements, supporting documents and IDs to the checker. He/she will staple together the documents that you'll need to submit. If cleared, the checker will hand the stapled documents back to you and tell you to proceed to the payment area.
  4. Payment. You'll pay P950 for regular (get your passport in 20 days), or if you're in a hurry, it's P1,200 for express (10 days). Note: Figures reflected are from the DFA website, but the personnel at the DFA office will tell you a longer estimate of 25 and 15 days respectively.
  5. Encoding. After queuing, give the requirements to the encoder. He/she will scan your documents, take your picture, left and right thumb marks and signature, and encode your information. Make sure that the data entered is correct (beware of misspellings) to avoid being charged an amendment fee. Then, proceed to Window 1 to for a print-out of the information. If it looks good, sign it and pass!
  6. Releasing. Get your passport on the release date indicated on your receipt. Or you can have it delivered to you via LBC for only P120 (they'll get your receipt so they claim your passport on your behalf).
Applying for a passport is now fast (process it in only one day) and convenient, thanks to a well-organized Department of Foreign Affairs office. So what are you waiting for? Get your passport now!

  3. Hi, just would like to have an advise,I want to get passport for my Mom the problem is she don't have record at NSO. It will be necessary to file a late registration since i have read that born before 1950,they are only required baptismal and a joint affidavit with the supporting documents..
    If I have this with me is this possible that I can get passport for her?please help me

  8. Yes, you can still apply for a passport without an NBI clearance, like I did. Just bring other valid documents for your identification.

  12. The DFA website says: 10 working days for express; 20 working days for regular. But at the DFA Cebu office, you'll be told: 15 working days for express; 25 working days for regular. But on a personal note, it's 30 days for regular, based on the release date indicated in my receipt.

    1. Yes, bai. Ang TOR usa ra sa mga supporting documents nga pwede nimo ipakita. Kung wala kay TOR, pagdala lang pud gyud og uban pang supporting documents nga ilang dawaton to prove your identity. :)

  16. I believe your supporting documents should be current (e.g. police clearance is valid for 6 months if I remember correctly) for them to be considered. Better be sure they are not yet expired or you might risk getting denied by the checker. :)

  20. Quick answer: The express processing only takes 10 days according to the DFA website, so you may take this option if you're in a hurry.

    Additional details: As of the time I applied for my passport last year, even when the website said 10 days, at the DFA office when we were briefed, it was 15 days (that's an additional of 5 days) (check #4 on the detailed guide). However, since it's been almost a year now, things may already be up to speed and the express processing could now be just really 10 days, as stated on their website. You may need to contact the DFA for more current information on this matter.

  22. Hi Joshua, it's one day processing of the requirements. But you can get your passport only after 10-15 days (express) or 20-25 days (regular). The blog entry (step 4) has been updated to reflect this info as well. Thanks! :)

  28. Yes, you could still apply for a passport even without your Voter's ID. Just make sure you have one government-issued picture ID (or other acceptable IDs - school and employment IDs) and three supporting documents. See the full list of acceptable IDs here.

I want to renew my passport in Cebu since I live in visayas and manila is too far for me to travel. the requirements on passport renewal needs schedule confirmation. but the selected places to make a schedule are all in manila area. I want to do it in Cebu. How can I make an appointment schedule in Cebu?

  35. hello po magtatanong lng po ako, kukuha sana ako ng passport. eh sabi daw kelangan atleast my 1 valid ako ako. eh ang mga id's ko lang is postal at philhealth lang, meron po ako student id kasu expire na po. meron na po akung ibang requirements. my NBI,NSO BIRTH,BAPTISMAL,POLICE AT BRNGY.CLEARANCE.

    ok na po ba yan? yung nbi ba kelang this yr?yung nbi ko 2013 kasi.

  36. You need the following:
    - One valid ID (Your old school ID is listed as an "acceptable picture ID)
    - At least three supporting documents (Police, barangay and NBI clearances are good. However, you should check if your NBI clearance is still valid - six months from date of issue)

    Maybe you also have other supporting documents, check it here. I guess acceptable na yung proofs of identification mo to apply for a passport.
